De acuerdo a la Ley que regula el Régimen de Propiedad en Condominio de Inmuebles para el Estado de Puebla, El Síndico Municipal hasta antes de emitir sus laudos, podrá remitir a las partes al Centro Estatal de Mediación del Tribunal Superior de Justicia del Estado, previo el consentimiento de estas que conste de manera fehaciente.

La mediación o conciliación tienen el carácter de voluntarias y suspenden el procedimiento de arbitraje previsto en la Sección Segunda de este Capítulo, hasta por sesenta días hábiles. 

Los convenios suscritos en vía de mediación o conciliación, gozarán de las características que la misma ley les envista.

Se entiende por cultura condominal todo aquello que contribuya a generar las acciones y actitudes que permitan, en sana convivencia, el cumplimiento del objetivo del régimen de propiedad en condominio.

Entendiéndose como elementos necesarios: el respeto y la tolerancia; la responsabilidad y cumplimiento; la corresponsabilidad y participación; la solidaridad y la aceptación mutua.

El Ayuntamiento proporcionará a los habitantes y administradores de inmuebles bajo el régimen de propiedad en condominio, orientación y capacitación a través de diversos cursos y talleres en materia condominal, en coordinación con los organismos de vivienda y otras dependencias e instituciones públicas y privadas.

El Ayuntamiento coadyuvará y asesorará en la creación y funcionamiento de asociaciones civiles orientadas a la difusión y desarrollo de la cultura condominal, así como a iniciativas ciudadanas relacionadas con ésta.
